When they said Naase Vinishma, they weren't saying Naaseh Vinishma to a book of laws but they were saying it to Sefer Habrit, the book of the covenant. Rashi says this is stories, the stories from the beginning of the world and Avraham, Yitchak and Yaakov.
Naase Vinishma is “We want to have a relationship with You.
Therefore, every time we say Shema, we're doing "Nishma”.

I think when we say Shema, as a "Naase Vinishma" we are saying, "we seek to be attuned to Your Hashgacha in all". We desire only this existence. Hashem Echad.
